The European Commission launched the Support Action "Implementation of Cooperation in Future Internet and ICT Components between Europe and Latin America" (FIRST Project) financed by the 7th European Framework Program.

Project FIRST’s general objective was to foster international cooperation between Europe and Latin America in the areas of Future Internet and ICT platforms, Components and Systems. It focused on the implementation of five Latin American Technology Platforms (LATPs) based on a proven Technology Platforms model, convening key entities representing government, academia and industry focused on R&D&i.

The Technology Platform model is based on the formation of expert groups in different specialties in which European Union member countries participate. This model was jointly adapted by the five participating Latin American countries to promote cooperation around the latest technology trends, developing a new LATP model based on structures of national Thematic Groups (TWGs) by specialization, convened by each participating country.

Project FIRST analyzed the regional scope of ICT in Latin America with a special focus on issues related to Future Internet promoting cooperation with the EU, creating TWGs by thematic area and identifying the potential for collaboration.

Project FIRST specific objectives were:

Identify the main stakeholders: companies, academia, funding agencies and government

Identify the main areas of technological cooperation

Create a roadmap for future cooperation

Create and maintain links for active cooperation between European and Latin American Technology Platforms

Extend the action of ETPs to LatAm, promoting LATPs and offering support for the creation of organizational documentation (governance, structure, etc.) and technical documentation (vision, strategic research planning, etc.)
