Initiatives



The Government of Mexico through the National Entrepreneur Institute of the Ministry of Economy, and the government of the United States through its Department of State signed a Declaration of Intent on May 9, 2013 with the presence of the U.S. ambassador, Earl Anthony Wayne, which goal was to support the strategic priorities shared between the two countries in terms of entrepreneurship and innovation. This goal was achieved through the collaboration of binational stakeholders via the Mexico-United States Entrepreneurship and Innovation Council (MUSEIC) and under the principles of the High Level Economic Dialogue (HLED).



MUSEIC was made up of seven subcommittees focused on the HLED priorities. Each subcommittee was led by two Co-Chairmen, one for each country, to advance the following pillars that made up the initial Council's mission:

Provide a legal framework that encourages innovative entrepreneurship

Promote women entrepreneurship

Engage entrepreneurs among the Latin American diaspora residing in the United States

Promote and integrate support infrastructures for entrepreneurs and Small and Medium Enterprises (SMEs)

Share experience and best practices to map clusters and binational value chains

Exchange best practices in technology commercialization

Share tools and best practices for financing and promoting high-impact entrepreneurship

The Legal Framework pillar was eventually replaced by the strengthening of bilateral cooperation on Energy: security, adaptability and reliability of energy systems, promotion of trade, investment and energy infrastructure, and promotion of research, development, and innovation—from conventional sources to new energy sources.

MUSEIC convened representatives from both countries' public and private sectors who worked to develop new initiatives and provide public policy feedback to promote entrepreneurship and innovation in everyday actions. This work of MUSEIC, parallel to the work of FOBESII, increased the educational, research, and productive links available to both countries’ academic institutions and private sector.

The Council was formed by 24 members in total, 12 from Mexico and 12 from the United States; of which, 14 were co-chairs and 10 were Directors. They could be representatives of government, private industry and/or academia; the nationality of the organization of which it is a party defined the country he or she represented. There was also the possibility for a person to be a member of the Council in his or her personal capacity, in which case he or she would represent the country that invited them to participate.
